The Heiltsuk Integrated Resource Management Department (HIRMD) is located in Bella Bella, BC, home of the Heiltsuk Nation. HIRMD was established in January 2010 as an integrated approach to stewardship and decision-making related to Heiltsuk W̓áxv:w̓uísax̌v (land, ocean, submerged land, surface water, groundwater, subsurface and air space).

Mandate and ResponsibilitiesBy providing technical advice to the Heiltsuk Joint Leadership — consisting of the Heiltsuk Tribal Council (HTC) and the Heiltsuk Yím̓ás — HIRMD is responsible for:
  • Land and marine use planning
  • Managing the land and fisheries programs
  • Implementing forestry initiatives
  • Implementing the CFN-BC Regional Accord
  • Implementing the Fisheries Resource Reconciliation Agreement and other related agreements
  • The protection of Heiltsuk culture and heritage
  • Implementing the Heiltsuk Title & Rights Strategy (2015)

Guiding PrinciplesThe recognition and protection of Heiltsuk Aboriginal Rights and Title are considered in all of HIRMD’s activities and decisions.
HIRMD has developed specified strategic objectives, set out in the HIRMD Strategic Plan (2024-2027) and is guided by:
  • Heiltsuk Ǧvi̓ḷás (laws & customs)
  • ɫáxvái (inherent jurisdiction)
  • *Traditions, policies, and practices
in carrying out its mandate.
